Bernard Alfred Etcheverry was born in San Diego, California on June 30, 1881. He graduated from the University of California at Berkeley in 1902 with a degree in civil engineering. He was an instructor of civil engineering at the University of California from 1902 to 1903 before becoming a professor of civil engineering and irrigation engineering at the University of Nevada in Reno from 1903 until 1917.
